I think that without the extra promotion slots some good teams will have to play one or two additional seasons in the same Division taking away from the value of quick budget busting rooster. This in turn I think favors the recipe of training young players. I see the majority of the teams using Utopia as a farm league for U21/NT player.
There are some issue with having 250-300k players in Div III or IV teams but I can also see the competitiveness of the first Utopia Div so it can work for some strategies.
Also I just remembered that there was an announcement at the beginning of the season:
"Due to the fact we have almost filled up all the available second team slots, there will be some necessary changes in the organisation of the lowest Utopia leagues. Currently, we have 96 leagues in the 4th Utopia division which is the mathematical limit for available promotion slots to the 3rd division. In order to be able to expand more, we will have to add the 5th division and reduce the number of leagues in the 4th division to the more usual 64 leagues. This also means that some teams will need to be demoted from the 4th division, following our usual demotion rules, but, on the other hand, since the 5th division will also have the same number of divisions (64), this will ensure a much easier promotion route, with 6 teams promoting from each 5th level league every season."
I guess it's a good thing that a lot of users are giving the game some capital but we will see if this is a good change or just revenue.
