That already exists in a similar way. If the popularity of the National Coach drops below 25% and at least 10% of the national managers voted, the NT will be lead by the manager who ended on second place over the last elections.
If there is none, BBs will search for a former NT Coach.

Yes and no. It definitely works. I ran in an election telling everyone NOT to vote for me, that I really wanted to be a backup if something went amiss. I ended up being in third place. Then the first guy screwed up, got voted out of office. Then the second guy screwed up, got voted out of office. And I ended up being in charge. So I can tell you from experience that it's possible. But yes, you need an active community. And it doesn't work in micro-nations.

What I don't like about the current system is that since it's initiated by a GM/ EGM/ BB, there aren't any stats for the 1.5 seasons I've been managing the national team. I'd have more wins, but also more losses, so I guess it's all right.

Your suggestion might make things easier. The only thing I worry about a snap election: if it's during the season, it's even less likely that people vote because it's not the "normal time". And then someone might have an advantage with a couple of supporters to win the election. On the other hand: he'd need to be an active manager and that's what your aiming at. So I guess that wouldn't be too much of an issue ...
