I don't see a motivation to told others my opponent crunchtimed (although I guess there can be circumstances to do so).
The reason (that it is like it is) is that BB can control communication among managers outside of BB website. It would be futile to make restrictions about thing for which you don't need BB website. That doesn't mean enthusiasm should be known by everybody.
In addition:
- some team would want to keep their enthusiasm secret for strategic reason - for example as a way to upset a higher-ranked team whatever; and quite rightfully so
- knowing that some team played tie, normal or ct one game doesn't mean much (except ct usually), especially if you half-through the season and don't know the previous enthusiasm level of that team
- even if you can guess enthusiasm quite precisely, that doesn't automatically mean you know how to handle the next match
- enthusiasm can be traced quite easily anyway, ratings are your friends
- the same as about mutual tie agreements - the source can bluff, lie and although such things are not common I guess, you still can't rely on such an info 100%
- and if whole league wants to team up on one team that way, they would anyway (with questionable success), one step is to know a thing and second is to use it for your good, which can be pretty difficult
so my two cents, let just people tell others whatever they want (whatever withing the rules) if they think it can help them (you can't forbid that effectively anyway) and let those who cares to get advantage from additional research (scouting)
