If you are close and in a lower division I would put more weight into a players star rating and grades (if available)
i would go for a player with maximum value, and if i don't need the potential sell him and get a stroger one with "small potential".
This may sound like common sense but if a player has a star rating of less than two drop them to the bottom of your draft order b/c you have at about 50% chance to get a three star or better from a player you have not even scouted
you haven't, because the opponent(and also you) have scouted most of the good player before you reach that level. So the chanhce is very small you find something who have 3 Balls, but i also do it because you could be sure that those two ball guys are also only good for firing(maybe exceptions for high potential + 18Y). If you put them as your first draft pick, amybe you are right, but in this case you are normally just silly^^
but overall a good guide.
