If a player has a low rating in League II, will he have a higher rating in League IV. For example, if a player in League II has an average rating of 7.5, will his average go up in League IV or will it remain about the same?

His rating will remain the same but his production will most likely go up.

no the rating is something what will scouts give a player when watching their games, they look for quality and techniques not for fine stats lines(especially not against weak oppositions)

From how I understood it the Rating of a Player was unaffected by your opponent or how they played it was based directly on your player, his skills in the position and tactics you had chosen.
If you take the same player and put him against worse players he should put up better numbers but rating remain the same.
