I was a bit confused at first but it all makes sense. You need to decide how much to pump into it, cause theoretically as this season is going on, your scout is assessing next seasons rookie crop. In the 1st season I played i spent5000 a week on it, then when the rookies were drafted, it meant i had next to no info on them. I got pretty lucky though, picked up a dude called aisake cunningham who i developed and he kills it now as a 6th man, and he is only 19.
If you are near the bottom of the ladder, it means you will get a good draft pick, i would suggest pumping 15 maybe even 20k a week into the scouting. Then at the end of the season you will have lots of good info and get a good pick. I had a middle of the range pick this season and have got a GEM in this MASLIN guy you see on my list. He averages over 20ppg or there abouts and is a rookie.
So, in a season where you cannot possibly make the finals, its best to pump lots into the draft so that you can get some killer players for next year....
