ok so i know there is a lot of stuff about closing down multiple accounts so im afraid that if my brother signs up from the same computer. the game will take it as multiples. is there anyone i can let know so that he can sign up without our accounts being banned?

That's ok, provided you never collaborate in any way (including buying or selling any players from each other) or, for example, vote for each other for NT elections.
