The cap is giving from the maximum that a team could earn in a certain division of a certain country.The problem is that this cap is almost equal also with very different expenses in the various leeagues,

i think a salary cap where we still earn money, will lead to the same faces in the top divs. I believe the best chanches to get in the mix, is a "salary" war for fame in the top divs.
