I think I could get him for about 150,000. Currently my SG has strong jump shot and jump range and average outside D(also, for what it's worth he(my current guy) has respectable passing)

Everyone has varying opinions on players. I was somewhat in your position last season (although I am in IV) when I started. I purchased a 19 yo/superstar with great stats but atrocious OD and ID. I was new to the game so thought I could just train up OD and have a nice player. Well that's what I did and in a little more than 2/3 of a season I got his OD up to mediocre (still working on it as it still needs to be higher if he wants to be a long term piece of my team) but before that he was pretty terrible. He could score but would give up as much or more to opposing PGs (moved him to SG this year since I have two PG prospects I want to train as well).

OK, to get to the point, the pitiful outside D will give back the other team any potential increase in scoring from the improved jump shot. Take into account the better passing and inside shot of your current SG (and the lower salary) and I think your current SG is the much better player.

Don't buy him...jumpshot trains fairly easy so you better train it yourself than buying player with such low OD not to mention pitful handling and awful passing....

For his div 5 (or even div 4 i'd think), he looks to be an adequate player... all you'd have to do is play him as a C on defense. I doubt he'll go for 150,000, but even if he does, in my opinion I don't think he's a substantial improvement over your current SG, although if your team has room for both and you're in a tough div 5, he could be a decent pickup.

I didn't get the other guy, but I picked up a different guy for $250,000. I can either start this guy at SG and sell my current one(attributes in previous post), start him at SF instead of my current one(I'll post his attributes below), or sell him for hopefully at least as much as I bought him for if I made a mistake getting him. indeed you seem to underestimate the value of OD... I really don't know the quallity of USA V league but I think you should start liking OD :)
