I'm trying to convince my brothers to sign up, and they said they might. If they do, do I need to contact anyone to get permission so I don't get banned? If so, who?

You won't get banned provided you don't transfer players between accounts.

If your application gets rejected because of the accounts being on the same IP, I believe an email describing your situation can clear things up.
