Do rookies coming in increase in overall skill the higher the league level you're in?

I look at the U21 team and see all of these young players with crazy abilities. Surely they started with pretty great skills to begin with and it's not all training. Is it possible for a new guy in League V (me) to pull a kid like that in the draft? Or do most of those types of players come out of the drafts in higher leagues?

Just curious. And anxious to get a stud... Thanks!

I drafted my Star when I was in DV. You actually see more of these star players drafted (and ruined) in DV as there are more leagues. Every league has an equal shot at getting a star, if there is any bias I would think it would be more towards the lower leagues getting more high potential 18 y/o's as the BB's want to even out the balance of power.

and above all...these players at the U21 are there because of correct training since almost day one...at the age of 18

The other thing is that the players may have had good skills to start with but were drafted by lower leagues. Then the lower league team wanting a quick buck sold them onto a higher league team who had the money to buy them and train them properly.
