I came across this player (2737428) who is 18, but who also played last season.

I then checked my own roster and found two players that may have missed a birthday (2532002) and (2602133). There is some possibility to a tie to the player ID, my other players have much lower IDs.

All my players, including these two did get a salary upgrade.

It's a known bug, and the BBs are working on correcting it.
