i'm curious to know if i'd be able to get some pops out of this player..
he has star potential and he's 24 years old with a $46k salary... can i get a few more pops or is he maxed out?

46k is pretty much the cap for star potential.
Having said that, reaching the cap doesn't mean he won't get anymore pops. It just means that it will take a lot more training to get a pop. I don't know how much it slows down though. But seeing that he is already 24, I'd say its not worth training him.

would a 24 year old hall of famer with around the same salary be a waste of time to train as well?

no, the bigger potential, the bigger is salary cap, of course, you can't train 30 year-old even if he didn't hit his maximum

a 24 year old will train slowly but if he is already good and already a starter for your team then every pop will be of great benefit
the down side is that you could be getting more pops out of a younger player however my star player is 22 now and i am sure i will still be training him when he is 24 but i will probably get some younger backups

It won't be a complete waste of time but you must bare in mind that he will train a lot slower than the younger prospects. Instead of 2-3 weeks for a pop doing 2 pos training, you are probably looking at probably 4-5 weeks for a pop at that age which for the purposes of training is not very effective.
