I Have A National Team Annoucement Saying My Player Might Be National Team Worthy Just Wondering If I Wasn't Supporter Would This Noticement Still Pop-Up?

Yep. NT managers have the ability to message all teams (regardless of supporter or not) on the player's page to inform them the player might be of interest to the team.

I suggest you PM the relevant contact for the U21 team as they would be able to provide you with assistance on how best to train your young trainee.
