My previously hosted PL started once the required number of teams had accepted the invitation, but the one I have just created has had MORE than the required number of acceptances and it has not started.

Do I need to exclude some who have accepted so the league will start?

yes, because you can not play a four team league with 5 teams. And normally you ahd to hit the start buttom manually.
