From announcement:

Season 13 will debut a new, more interactive scouting system! Instead of sending scouts out blindly, you will be able to scout specific players. You can buy scouting points at the same rates as you previously would be able to pay to send scouts on the road. At the start of each season (for Season 13, later in the season) the draft page will be available with a set of baseline rankings. These rankings are done based upon your coaching staff's very rough assessment of the talent of the player, based on a combination of the current skills and the talent of each player, but as in real life, the ranking will be imperfect, and some players will even be ranked very inaccurately. You will have to invest further in scouting these players to find some hidden gems and expose some talent for being over-hyped. Each team will have its own baseline rankings, but the amount of uncertainty in each set of rankings will be the same. Unlike in the previous system, however, there will be no free scouting points given out because we are instead giving the baseline rankings. Also, bot teams will now choose players according to the baseline rankings rather than at random.

Each week, your scouting points will be updated. You may spend your scouting points at any time as follows:

1 point: Watch the player play a game (the equivalent of scouting a player once in the old system).
2 points: Invite the player for a private workout (the equivalent of scouting a player twice in the old system). This can only be done after you have already watched the player play a game. This will also generate the player's height and age.

In addition, there will be a "scouting combine" at the allstar break, where every player in the upcoming draft class will show up to be measured. You can spend 10 points at any point after the allstar break to send a scout to the combine to learn the ages and heights for all 48 players in the upcoming draft class. Scouting points may be spent at any moment until the draft is run, but cannot be carried over into the next season. Please note that the talent pools and draft order will remain the same. It is only the method of scouting those pools that will be new.

Lets see how this works! Fixes a lot of my complaints if it works as describe! :)

Yeah should be good. Seems a little confusing to me though. The way they describe it seems to indicate to me that there is no point in spending any scouting points until after the allstar break because you can spend 10 points at the all star break and get all the players ages and heights. So no point wasting scouting points before then.

I wonder how long before this scouting system is accessible?

Okay makes sense. I guess it will make more sense once we see the layout of the system as well.
Any idea when this new system will become available?

I dont understand that, does it means that I can spend 10 scouting points (50k?) so everyone will be scouted once?

No, I believe it means that you can spend 10 coaching points and learn the height and age of all the players in the draft pool. But you won't get their balls and grades, etc.

Once I scored a basket that still makes me laugh.

Oh thats clever. So while season runs, I can just scout once everyone, wait until allstar break, figure out height and age and then scout twice these which seems usefull.

And dilema is about how many points every week goes - so if I want to sout for a second time, I have to invest 10k (2 points) that week. The question is if will be possible to choose between scouting of two players first time or one player second time every week... because as Charles says is even now pointless to spend 20k if you give up on scouting sometimes and I would not like to pay that amount only because I want to scout for a second time someone).

Wait a second, to collect 10 points for the allstar break I have to wait in scouting with the investment 10k for a 5 weeks. Well, that sucks:)

It might have been said, but what will happen with the money that is being invested at the moment? Will it be turned into points?

Charles, go back to school! :p

It will take me a while to make sense of what you have written... you are as cryptic as ever.
This is the part I like the most:
You can spend 10 points at any point after the...

Good to hear that we can finally know the height of the draftees :)
