I'm wondering whether does a PR-manager national appeal specialty actually contribute any advantages to the team which is playing for the neutral site game?

And besides the above question, I found out the the neutral site game is actually held in someone else arena, and my question is, does the owner of the mentioned arena gain the income for the event(the arena owner team is not playing for this mentioned event)?

I can answer the second part of the question.

No, the original owner does not get any income for holding the event

In regards to the first question, I do not believe that a PR manager with national appeal specialty will make any difference. The reason being that a PR manager with national appeal specialty lowers the Home court advantage of your opponent. On a neutral court the opponent has no home court advantage and so the PR manager's specialty will not work at all.

The answer to the second question is no.
