Indirectly, yes. It will affect their response to the Survey question, "I am familiar with the star players, and am not afraid that they will be transferred", which will have an impact on your merchandise sales.

If the rating of that fan survey is alrdy half a ball, will it still affect?

If that question is already at half a ball, then you've probably had a lot of transfers recently, so I doubt adding one more transfer is going to make much of a difference.

Well but it will affect upcoming weeks' ball ratings, it will take longer for it to recover the longer you do it.
