I'm not disagreeing with your Suggestion (I actually agree), but I'll point out that in the meantime, as a substitute for a PL Forum a league could create a Federation and use that for a Forum. (It's less convenient, but it has the advantage of continuity from season to season if the same group of teams wants to stick together and run the PL more than once. A PL ends after one season, so if the Forum is connected to the PL, then the Forum would be part of a terminated PL when the season's over.)
Don't ask what sort of Chunks they are, you probably don't want to know. Blowing Chunks since Season 4!
