The most reliable--though somewhat abstract-- info I've read about experience: (3709.2)

@Steve:
I don't think anyone has had a player's experience go up twice yet And based on the info from Forrest linked above, time seems to have much less to do with gaining experience than being in "key situations" does.

this might be very well the case.
The only one to bounce up 1 level in my team is Noe Haesendonck, and he played key roles in important games more than just a few times...

If Forrest says it on the forums, I'm taking it as gospel. My most dominating players are still at atrocious experience after ~2 seasons, but I have had exp pops on quite a few other players.
