It says that players will only take their salary on weeks where their team plays at least one competitive league game. Don't all the team play at least ONE competitive league game EVERY week? so what is the upside of this change and what is the difference?

Just read one more sentence of the news and you'll know:

Teams finishing in 5th and 8th place will pay no salaries during both weeks of the playoffs, and teams eliminated from the playoffs will pay no salaries in the second playoff week. Teams in a relegation series will only pay second week salaries if they end up playing a decisive game during the second week.

We have both said a lot of things that you are going to regret.

and that is only explaining the economy during playoff time. How about during the regular season? How does this change help us mid level players consider that our player's salary for 3 weeks can not possibly compensate for 14 weeks of lowered TV revenue.

I don't think the drop in TV revenue will even come close to the loss of paying 2 weeks of salary during the offseason.

Based on how i (re)read it, it'll take hold next season's playoffs.
a new collective bargaining agreement taking effect in Season 15


The part that might contradict that thought is on the first line of the notice..
Because they may affect offseason planning (and because of the upcoming holidays), we’re releasing several updates now that otherwise might have waited until the offseason

So, to answer your question... no idea.
