I have a question that run through my mind, I'm not migrating or anything.

Therefore,

In a scenario where theres a person who created an account in Italia and migrated to France, the question is, if he wish to continue using the previous Italia team account, can he continue to manage the team that will continue as Italia team, or he'll have to do something?

He will actually have to keep his Italian team. Unless he wants to let his Italian team go bot and sign up with a new French team.

he must wait for 6 economical weeks to become bot and then he can open new account. there is no other way.

Also, I believe there is even an extended waiting period after your team goes bot before you can create another team.

I'm not shore about that. I know that if BB bans account that you have to wait for 30 days to reapply for new account. I don't know is it the same scenario if your team go bot in regular way.
from manual:
Account Bans

Account bans made by the GMs or BBs are permanent. Typically, we invite users to reapply for a new account after 30 days, at which point we will examine the situation again, and may or may not accept your application for a new account.

In the unfortunate situation that your account is banned, you may send an appeal to the GMs. All of these appeals are read, and each situation will be carefully reviewed again by the GMs and BBs. If your account is unlocked (this is VERY rare), you will receive an email letting you know; if you do not hear from us, it is because your appeal was denied.

From the game manual:
Multiple Teams
It is against BuzzerBeater rules to own or operate more than one team or account for any circumstances. We have sophisticated tools for detecting this, and when you are caught, all of your accounts will be permanently banned without warning. You are not allowed to sign up for a second team while you have access to another team.
The underlined implies that once you don't have access to another account, you are able to sign up for a new one. Hence, once you go bot, you can create a new account.

Also from the game manual:
If you drop below -$500k, you must get out of debt within two weeks or you will be fired as general manager because the team goes bankrupt.
So if you don't want to wait 6 weeks, you can buy one of the salary monsters off the TL for cheap and go bankrupt quicker.

Rather than buying a salary monster, it's easier to get lvl 7 trainer with ridiculously high salary. Only a handful of people buy trainers who are like $150k every week. But yes you could also buy salary monsters to go in debt quickly.
