For the national tournament, what does it mean when the game manual says, "the lower rounds"? How many team compete in the lower rounds?

It depends on how many teams the country has. In some countries the tournament may start with 1024 teams and in others with 512 or 256

I think the US has 4096 teams starting out in the tournament.
