If I were to win my league and move up
which draft would I be in next season?
The one from the league I won or the league I'll move up to?
Thus, how much scouting?

Next league's draft at whatever place you come in at the end.

Edit: I said 'This' indicating that it was the next league since that's what he would be in then without really thinking that "this" could indicate the current league. Writing failure. Fixed!

Your draft will be from your new league. If you finish as the worst team, congratulations - you have the first pick in the draft. :))

For scouting, I scout 20 players once and in detail only 5-ballers. Also, scouting effectiveness depends on your position in the league, number of bots etc.

What do you mean by the next league? How can you be last in ur future league if u just got there and didnt play any games?

I think he misspoke. The draft actually happens right before any promotion or relegation takes place, so your draft position is decided by how you finish this season.

For example, the new draftees this season should say "[Player] was pick [#] of 48 in the season 14 draft by [Team name]"

Edit: there seems to be some confusion over which draft the OP is talking about, so I'm gonna go into the corner and shut up now. And maybe eat a muffin.

You always draft from the league you have played in. So if you win your league you get a high draft pick. After that you get promoted and if you do bad up here you get an early draft pick in this leagues draft.

Just to avoid some confusion for the new players (though I doubt so), when Manon says "win your league you get a high draft pick", he means that your draft pick comes later than those that performed worse in that season in the same league you've played.

You would draft in the your current league. If your league is full of bots you still have a good chance of getting a great pick even if you pick last.

you have 10 bots in your league. You should be able to get a decent pick.

First of all, I said
"Your draft will be from your new league. If you finish as the worst team, congratulations - you have the first pick in the draft. :))"

Everything is perfectly clear. So don't reply to me. The other guy said something about "next league" so you should reply to him. Ok?
