lol :D First time I've ever seen this question asked hahaha. Quite often the topic of the federation will dictate its popularity, and if the topic is the same as 20 other federations then naturally it won't be popular.
Start by getting some friends to join it, and maybe teams from your league etc, then as the numbers grow you can send out more invites to other teams.
