Each season 1 team gets promoted.

i had 3 teams in my div IV promoted last season. two of them won their conferences and i finished second and won the division

I think the only reason that they promted was because the teams in the division above you had two spots filled with boy teams, like manon said lower team fill up empty spots in higher division
