In Draft, Does higher star rating also mean higher potential?

So would unscouted star rating of 5 mean also more likelihood that a players potential will be 5 compared to star rating of 1. Also, so you randomly scouted and found 10 players with 1 star & 10 players with 5 stars. Would you likely to find more 5 star potential with the 5 star rating players?

no dont think so... since there are plenty of 5 rating 2 or 3 balls guys.

No the initial rating seems to be almost completely useless. Plus it is shuffled for every team. My players with an initial 5 ball rating are different then anyone else's.

I would be interested to take part in the analysis. I was under the impression that the initial rankings were randomized for each team in the league.
