Is rebounding a player vs. player or team vs. team skill?

In other words, does the game decide a rebound will go to a certain position and those two players are simulated to see who will get it, or does the game "roll the dice" for all players and the one with the highest outcome gets the rebound.

In the first scenario, let's say the GE decides to give the ball to the SF.
So each SF's rebounding rating is taken into account with random chance and it is calculated.

In the second scenario, each player on each team has rebounding, position, and luck factored into the calculation and the player with the highest calculation would get the rebound.

The practical difference, I suppose, would be that one requires all players to have some rebounding at least, while the second scenario, a team can have two great rebounders and be fine.
