I'm going to keep big men for training. All are listed at either PF or C.

1: 18 years old; 6'11" 'B' 4 star 4 potential

2. 18 years old, 6'10" 'A-' 5 star 3 potential

3. 19 years old, 7'0" 'A-' 5 star 4 potential

4. 19 years old, 6'10" 'A' 5 star 4 potential

I'd go by the following order:

#1
#4
#3
#2

a 3 ball potential big man is pretty limited in his development. That's why #2 is last even though he's 18yo. On the other hand, a B potential 18yo will be better than an A potential 19yo if trained for an entire season, so #1 is first. #4 gets the nod over #3 because of the A versus A-.

It is #4 with the A rating so he goes 3rd. The 2nd 18 year old stays 2nd because he will bring big money with even an Allstar Potential. Last season after the draft I saw 5 star 18 year old Centers with All-Star Potential selling 500k+ right after the draft. A 19 Year Old wont bring that unless he is respectable in every wanted catagory and maybe not even then.
