Are player numbers constant for all teams? For instance, is the player listed as number 1 on my draft chart listed as number 1 for all the teams in my league?

Every teams list is different, because they all have different scouts...

Possibly. There are no real data regarding the accuracy of the scout report. Some say it's all random, some say it retain some form of accuracy. But to be sure there is some form of random element.

If you mean the initial grey balls, then yes, they're random. But a player with 5 "real" balls will have 5 balls for everyone

Correct. It's a completely different random order for all 16 teams.
