Pretty important. Your C is probably going to be one of your most highly paid and important players regardless of tactic.

I think the inside players in these tactics like Run N Run or Princeton is more necessary to have higher handling and passing skills.

While I agree with everyone else in this thread that handling and passing is important for a big man, as a Div V team you might be able to get away without it. There's definitely a benefit to being cost effective (and handling/passing are low-salary skills), but if you see a good big man going for cheap on the transfer list, it might be worth buying him even if his handling and passing aren't up to par- eventually you'll have to replace him, but he'll win you games at the lower divisions.

I am in 5th division in Poland and my starting 5 got at least "respectable" both HA and PA.

If you have a center with very bad handling (1 or 2), most of the time his performance will depend on passes from his teammates. When he will try to get the ball in the basket without any assistance, he will have a hard time doing that (after an offensive rebound, for example).
