It depends. If you are relying heavily on your starters then you want their Stamina to be at least average. If your backups are good then you can have players with low Stamina. However it also depends on your situation in the league. If you have plans of promoting this season then train Stamina cuz u want your best players to play as much as possible. If u don't have plans of promoting this season and want to train some people for your team or to sell them for money later, then don't train Stamina. A TIP : If u wanna promote and seriously compete in higher leagues I'd say u start expanding your Arena too. Hope these tips were helpful
