I'm filling about 60% of my arena due to the fact that I demoted last season after tanking. I have a level 2 PR guy, I've never really gone into a good staff and I was wondering whether investing in a higher level PR would fill enough of my arena to balance out how much I have to pay him.

I'd say go for it. There is no harm in trying. Get a lvl 3 fella and see how it goes. Their salary is negligible, but the effects aren't clear either. If you're lucky he will do a good job otherwise just fire him. The severance fee is nothing.

If you're only filling 60% then I would say that your arena prices are a way bigger problem than your PR manager.

Paying for a better PR-manager is a waste of money.
Set your prices right, win games, and people will come.
Against big teams, I can sell out. Against weak competition, 80% or more capacity. Level 1 PR.

Have a string of road games? Switch your level 1 PR (3-4k WITH specialty) with national appeal.
Have a bunch of home games coming up? Go to level 1 PR with crowd involvement.
Especially do this in playoff series if you absolutely want to promote and the games are close.

Time these switches with the economic update. Sell before the update, pay the severance, and pay your players and staff. Then after the update, buy the new PR and pay a small signing bonus to get him.

Saving money is key and spending on staff when you don't need to won't help you address other more important issues like buying good players off the TL, spending enough on the draft to get someone decent, and expanding your arena.

you could also sell out against weak competition, but as with the pr also the prices matters for your income not only the sold tickets.

Also the ons with speciality have at least level 2.
