If someone buy my player at 6:59pm, and my league game start 7pm, this player still can play the league game?

yes i know are locked in 15min before game, but the player also been locked?

Those 15 minutes are used to "prepare" the game. The result is decided in those minutes and you see an extended - real time simulation of the game.
