No offence, but I think this should be country wise. We have a mentor program where the top division and former top division teams help out those who need it. Besides that it's mainly about getting your talents to become better, so priority on that should be with your own country.

It could be also made global, but I guess it's better to move it to the help forum. There it would be easier to find people willing to help and needing it as well
