If i have a player whos potential is allstar at age 20 if i stricktly train him will his potential ever go up or will it always be allstar or lower?

Potential doesn't mean, what I think, you think it means.

Potential is strictly a gauge of how long you may be able to train a player. The better the potential the longer you can train them. In your case, a 20 year old allstar isn't bad, but I'm sure you can buy something better, for cheap.

Potential is a cap base. The larger the potential the higher the cap or amount of base skill(excludes GS, ST, and FT)that can go into a player's development.

Potential never goes up and will never go down. Skills go down with age.
