Huh? Which of the reasons he could have known better when purchasing the player qualifies as "excuse"?
The only way to "fix" the (non) bug would be changing the order of things happening - Age / Finances before draft, but given that there are a few solid ways to tell whether the "18 year old" is a rookie or not, that would be a big move.
He made a mistake due to lack of clearness.
He could analyze it better, if he would look at other fields, as you have written, but it is just excuses.
It should be clear, and not vague as it is.
It is vague due to the fact that he tried to analyze it the same he does and the way it works works most of the times, and got a wrong conclusion.
Writing near the age value, when was it last updated (or when is the next update supposed to happen), resolves it nice and clean.
And once again...
