Im currently sitting at the top of my league, I have a 167k salary roster and I can say I am probably in one of the toughest and competitive IV league. My Attendance gets me almost 130k and Its not even that big of an arena, but its mostly because of my teams success in the past 2 seasons. My merchandise is 15k, and my TV Contract is 69k. With those numbers I make about 30k a week and should be promoting this season.
Now looking at your team, game ratings look good enough to be able to be at least 6th in the league. Im guessing your training those two 19 YO guards as they will make it comfortable for you to promote. I would say your team needs a little more defense in them, remember defense is key. I would never miss a chance to promote, so I would take the promotion this season even if that means your going to be one of the worst teams in D.IV.
I would say to have a team that can make it to the playoffs and possibly win in the first round, have a roster similar to this.

PG: 8-15k with good defense and passing/handling, dont worry much about JS maybe just around 10.
SG: 10-15k with good defense and passing/handling, IS will be a very good secondary, I would recommend around 12 JS and OD.
SF: Around 10k SF, with well balanced skills.
PF: 15k-25k with good inside skills, have like 11-13 IS/ID/RB
C: 15k-25k with good inside skills, similar to the PF.
