ok. I have good experience training PF/C guys... (so far).

looking at him, with the atrocious OD.... and him being 19. it may be hard/time consuming/not worthwhile to train to be an SF where I'd say he normally would/should be.

the handling and driving are nice, the passing is hideous... but you can definitely work with the inside skills.
train ID and REB and IS and build him as a PF.

Though personally.... I might just sell him on the TL and use the proceeds to buy a Perennial Allstar kinda player that may be easier to work with based on height and secondary skills.

I agree with Troy, his only option is really C/PF more of C since he has no passing and outside defense, but then he is too short, if he was my player I would sell him but if you want to keep him just start training ID and IS and on the weeks with 2 games train REB.
