I would guess this has to do with the updates currently going on, and so will probably be ok soon.

KK Olimpija cannot be challenged to a scrimmage due to tournament commitments.
We've fixed this bug. You should be able to challenge all users to a scrimmage who do not already have a scrimmage set up.
