For the trainer YES.

For the Single position training at Center YES

For the starting with IS: Arguable
I would work on his ID first, because its lower for a bigman, and with him playing at C, you'll want it somewhat decent. You have great starting handling, and passing for the guy so thats a bonus, but his pitiful OD and good starting Shot Blocking means he'd be best at Center down road anyways in terms of training.

I would switch between ID and Rebounding until both are Respectable or Strong, before doing the IS any.
I have a 6'10 MVP PF who started at a similar salary to your guy. his IS went from average to respectable just from ID training, and then in time I spent getting his ID and REB to good levels, I had time for a week of IS and its strong, but he has had 0 problems scoring at all on ppl, and there are some GOOD PFs and Cs in my division. Also IS willl raise his salary more quickly than the other bigman stats from what I hear.

By training the ID first too, the Shotblocking will pop as well as a secondary effect of the training.

Because stubby, he's the kinda guy you can get on a U21 or NT. and to do that... You need to train properly, and promote out of Div V as well. Basically, if you can't promote after next season, that guy will probably be too expensive for you to keep anyways. So train him in ways that'll help you win as well as promote his growth and do what you want to do with him.

*edit* noticed you're in D. IV already, you want to make 100% CERTAIN you do not relegate back to D V

He lives in Australia, which is a much smaller country. There, IV is the lowest division. So he still will need to promote. I'm not really an authority on the global BB economy so I don't really know what level players there are in each division. But yes, I would think he would need to promote to be able to handle a U21 player's salary.

Yeah, he definitely need to promote in the 2 seasons then would be my guess.
