The bolded part relates to this next link which is filled with just that kind of odd statements:

So while I'm certain there are at least some NBA players using steroids, it's likely nothing like baseball. It seems safe to assume Stern won't be doing battle with Dan Burton on Capitol Hill anytime soon..."

The testing in the NBA is as i understand it really weak and could easily be mentioned along with Major League Baseball or the National Football League.
