have they abolished the rule that new teams are not affected by the salary floor first 16 weeks? cos im new to BB and i have a hefty salary floor

not yet, before it says zero now its 140k ish, do you think its just temporarrily?

I don't know, salary floor was implemented many seasons later after I joined to BB. I expect it should be visible always but paid only after 16 weeks. It's better because now you know amount to pay after 16 weeks, so you know what you should expect.
I think you shouldn't be afraid.

It's visible so you know what you will have to pay. If you do, just warn in the bugs forum, but probably nothing you will have to worry about till the time to pay comes
