Okay, I thought something like : "the weakest rank of the two hosts" or "all games on neutral court" or even "weakest division hosts and random if same division" would be more fair as sometimes you play against a much better player and you have to overcome his hca advantage as well

It becomes neutral court at some place in the tourney... field of 64 I think. I have not been passed 512 so I'm not certain.

Right for 16 for big countries and 8 for smaller ones and 4 for the smallest for neutral games.
