I'm not sure where to post this, or if this is already a known issue, but the shot clock keeps resetting back to 24 seconds at various times of the game. It counts down from 24 to 14, then starts over at 24. Seem's to be happening when the score is close, I don't notice it when the score margin starts to get into the 8-10 point differential range.

It may be a bug. You should post this in the bugs forum.

No points are scored, and no turnovers occur. The clock run's down from 24 to 14, and instead of going to 13, it reset's itself to 24. I have noticed this happening in both the 1st quarter when the score is close, and again in the 4th quarter, when the score is close. It appears to go away once there is a point differential in the range of 8. I.E. if one team goes up by the score of 12 to 4.

Can you give us a game and a time code where we can look at this?

I have seen it aswell. I have followed multiple games where this has occured. Eventually I decided to time the possessions myself, when I saw it happen constantly. To me it seems to be a viewer bug, as every possession that reseted the clock without any action actually produced a shot or "event" within 24 seconds.
I guess this has been around for ages? True/false?

I haven't seen that behavior so much. What I usually see are the shot clock visually reset to 14 on fouls sometimes but up to 24 seconds allowed for a shot, and of course the "shot clock runs past 00 meaning a steal is coming" viewer bug. (In every case I've noticed, when that steal after 00 occurs, the opposing team has a shot or turnover before 48 seconds expired from the original possession so I assume that it's just that a steal very late in the shot clock for some reason doesn't get reported until late).
