Just throwing ideas here.
It doesn't make much sense to me that, say, a level six trainer stays at level six forever. Is he a machine? He doesn't find ways to improve his skills? He doesn't get old so that he may not be as good as he used to?
My suggestion: how about the possibility of promoting or demoting, depending on the age, experience, and potential of the staff, just like a player? And of course, it takes much longer (longer than 33, right?)for a staff to drop at his skills.
