Sellouts in the beginning of the season are rare, unless you won the championship the season before (or price your seats really conservatively).
That being said, I would try and get to 2000 Lower tier and 20 Luxury Boxes. If/when you move up to D.III, you going to want more bleachers and Courtside seats too, but I would build them after you add the others.

Invest in lower teir first, then courtside/luxury.
Build in small increments so that you can gain more revenue faster.
