Can I compete as a u21 coach for a different country than Germany? And most importantly: How?

Wait until the elections are again in 2 years. Then under the election page, you can choose different countries to run for.

Yes you can. When it is time for U21(very beggining of odd numbered seasons) elections, go to their(the country you want to run for) election page and there'll be a choice to run for that country's election. From there post on their forum's speech/debate thread(it helps if that forum as some activity or/and if you can speak their language.)

Are seasons and years not interchangeable? Because my players seem to live a year every season.

Players will get a year older at the beginning of every season. There are about 4 seasons per year.

I understand where the confusion is definitely. I guess, I just play everything as "role playing" and try to get into character and thus sees each season as a brand new year. That's my personality though. I'll try and remember to call it seasons.
