Do our scorers need high passing? and what will be the effect of it?

I have a player with a high passing skills
Jump Shot: sensational Jump Range: mediocre
Outside Def.: prominent Handling: prominent
Driving: proficient Passing: proficient
Inside Shot: inept Inside Def.: average
Rebounding: strong Shot Blocking: awful
Stamina: inept Free Throw: strong

but still he shoots too much. can anybody tell me why?

I think everybody would benefit from more/better passing but...

I bet he shot the ball more despite having "high" passing because he felt that at that moment shooting the ball was the better option. Passing could help avoid making bad decisions when choosing whether to pass or shoot, but it also depends on what offense you're running (some offense they will choose to shoot even at a lower probability than another), and also the team mates you surround him with.

Well, that depends on the OD he faces from the opposition, league strength, division level, etc.
