I have a SF prospect that I am currently training and i would like some advice to be the best way to train him.
Age: 19
Height: 6'7" / 201 cm
Potential: perennial allstar
Jump Shot: proficient Jump Range: proficient
Outside Def.: respectable Handling: mediocre
Driving: awful Passing: average
Inside Shot: pitiful Inside Def.: average
Rebounding: mediocre Shot Blocking: mediocre
Stamina: average Free Throw: respectable
My plan for him when I first got him to get him to look like this

does this sound like a good plan? what changes would you guys reccommend if not?

If you plan on making use of that 14 IS I'd train DR some more, also I'd put more RB in it.

i cant add anymore because of his potential so What would you recommend to reduce?

If you want to him to plainly be an SF, then you can reduce his REB level anywhere from 4-6 levels. Rebounding eats up a lot of cap space at any position, and can become very costly. This will leave you space to train other skills.

Thats why I only planned to get 8 in RB because i want him to be a SF that can create mis-matches against any opponent by having outside and inside scoring

I'd say passing or SB if that makes the 1 extra RB possible, otherwise 1 JS which is expensive on SF too. RB is costly but it's also very important. Each rebound is a posession.
